Program Objectives:

By the end of this course, participants will be able to:

  1. Understand the key concepts of gender-sensitive monitoring and evaluation (M&E).
  2. Design M&E frameworks that integrate gender indicators and outcomes.
  3. Collect, analyze, and report gender-disaggregated data effectively.
  4. Apply participatory and feminist M&E methods.
  5. Use findings to improve program design, accountability, and impact on gender equity.

Program Outline :

 

 Day 1: Foundations of Gender-Sensitive M&E

  • Introduction to Monitoring and Evaluation (M&E): definitions, purpose, and scope.
  • Key gender concepts: equity, empowerment, intersectionality.
  • Why gender matters in M&E: common gaps and biases.
  • Gender-sensitive Theory of Change and logical frameworks (logframes).
  • Case studies: gender-blind vs. gender-aware evaluation.

 Day 2: Designing Gender-Responsive M&E Systems

  • Setting SMART gender indicators (quantitative and qualitative).
  • Baselines, targets, and benchmarks in gender programs.
  • Tools and methods for collecting gender-disaggregated data.
  • Integrating gender into evaluation questions and terms of reference.
  • Participatory and feminist evaluation approaches.

 Day 3: Data Analysis, Reporting, and Utilization

  • Analyzing and interpreting gender data.
  • Ensuring gender-sensitive reporting (language, presentation, inclusiveness).
  • Communicating findings to diverse stakeholders (policy briefs, dashboards, etc.).
  • Using M&E results for learning, decision-making, and advocacy.
  • Group exercise: developing a gender-responsive M&E plan.
